Strategic goals of development of housing and municipal services of the population of the Voronezh region

Abstract

Importance: the subject of this study is the priority areas of strategic development of the housing and utilities sector of the region. Purpose: systematization of theoretical views on the problem of developing a strategy, goal-setting and planning in the sphere of providing the region’s population with a sufficient volume of comfortable housing. Research design: general scientific methods were used – deductive, inductive, systemic, etc. The indicators for assessing the housing sector are divided not only by the traditional feature of measurability into quantitative and qualitative, but also those already actively used and proposed for implementation in the systems of analysis and assessment are highlighted. Results: methods, indicators and ways of their selection are proposed for a thorough assessment of the level, quality and effectiveness of solving problems in the sphere of development of housing provision of citizens in the region. A variety of methods and tools for their implementation are summarized for working with the observed variety of strategic goals in the sphere of regional housing policy and the breadth of their coverage of housing and utilities facilities. It is proposed to develop and expand the already used system of quantitative indicators characterizing the state of the housing sector of a region or other territorial entity, as well as the level of solving the strategic tasks of development of this sector.
