Assessment of the level of digitalization of regions: methodological and practical aspects

Abstract

Importance: digital transformation of Russian regions is a systemic process of introducing digital technologies in public administration, economy and social sphere to improve the quality of life of the population, optimize administrative processes and ensure technological sovereignty. The subject of the study covers the analysis of organizational, technological and socioeconomic mechanisms that determine the success of digitalization of regions, a set of criteria for assessing the effectiveness of digitalization processes. Purpose: the present study aims to classify the regions of the Russian Federation into typological groups (clusters) based on the indicators of digital technology adoption by enterprises and the indicator of gross regional product per capita, as well as to analyze the dynamics of their transformation. Research design: the information base of the study was the data of Rosstat on the use of digital technologies and gross regional product in 2018, 2022. The methods of statistical clustering and comparative analysis were used in the work. Results: the conducted analysis allowed us to identify typological groups of Russian regions united by similar development indicators and the level of digital technology adoption by enterprises during two time periods. The study included an assessment of the dynamics of cluster transformation and their structural changes. The results of this study have applied value for state and municipal authorities, businesses and citizens, as they allow us to identify regions with a low level of digital maturity and the potential for development of the digital economy that require priority attention.
