Changes in the parameters of the digital economy of the institutional subsystems of russian regions during the pandemic – functional and territorial aspects

Importance: the impact of restrictions caused by the pandemic on the development of the digital economy in systems of various functional content and Territorial localization in Russia. Dynamics and features of the development of the digital economy of institutional subsystems of Russian regions during the pandemic. Purpose: development and testing of a theoretical and methodological approach to assessing changes in the parameters of the digital economy of the institutional subsystems of the regions of Russia. Research design: the research uses: monographic, economic-statistical, logical methods, comparative and cluster analysis. For the analysis, 13 indicators were adopted reflecting the level of development of the digital economy of three institutional subsystems: “households”, “government and NGOs”, “business structures”. Data from 2019 (“prepandemic”) and 2022 (“post-pandemic”) were used to compare the values of the indicators. Results: the institutional subsystems of the regions have demonstrated different responses to the impact of the pandemic. The “households” subsystem was the most active – the development of the digital economy occurred mainly due to the activation of Internet users and the improvement of digital skills of the population; the positions of regions with different levels of digital economy development converged. In the subsystem “government and NGOs”, the dynamics of the digital economy is positive, but weak; there is no connection between changes and its overall level of development. In the “business structure” subsystem, the improvement in the parameters of the digital economy occurred due to an increase in the share of innovative products, the spread of websites; an increase in the share of organizations using the Internet to place orders for goods, works, and services.
