Mechanism for neutralizing threats to the sustainable development strategy of an economic entity in the public sector

Importance: a set of theoretical aspects and approaches for developing a mechanism for neutralizing geopolitical, economic, technological, environmental and social threats to the sustainable development strategy of an economic entity in the public sector. Purpose: to develop a mechanism for neutralizing threats to the sustainable development strategy of an economic entity in the public sector in the context of global challenges and sanctions. Research design: a critical analysis of scientific works by Russian scientists in the field of risk diagnostics and development of measures to minimize them was carried out. The main stages of the risk management cycle for implementing the sustainable development strategy of economic entities in the public sector are characterized. A matrix of risk ranking is constructed depending on the probability of occurrence and damage caused to the economic entity in the public sector. Results: a mechanism for neutralizing threats to the sustainable development strategy in the context of global challenges and sanctions has been developed, including types of threats to the sustainable development strategy (geopolitical, economic, technological, environmental, social), which, when vulnerabilities arise, are transformed into corresponding risk groups and a sequence of four stages, at which the process of diagnosing, analyzing and assessing, ranking and developing a set of measures to neutralize threats to the sustainable development strategy takes place. For each of the stages, a methodological framework for its implementation has been developed. This mechanism has been developed for economic entities in the public sector, such as government agencies, state commercial, state non-profit organizations.
