Abstract

Importance: а set of economic relations, including organizational and socio-labor relations, emerging and developing in the area of staffing the municipal service in the Russian Federation, as well as a set of management decisions aimed at improving these relations. Purpose: а comprehensive analysis of the current state and problems of staffing the municipal service, substantiation of tactical and strategic measures to solve the identified problems. Research design: the theoretical and methodological basis of the study is formed by the state theory of municipal governance, dualistic theory, social theory of municipal governance, theory of free community, theory of social services, as well as modern theories of motivation. The following methods were used: document analysis, statistical and content analysis. Results: the exceptional role of human resources in improving the efficiency of the functions assigned to the municipal level of government is substantiated. The existence of an acute problem of personnel shortage in municipalities is proven, and the main reasons for its formation are identified: low wages, low prestige of work in the municipal service, complexity and multi-stage nature of the selection and hiring procedure, high professional risks. A set of measures has been developed to address the issue of staffing for municipal services in the medium and long terms.
