Abstract

Importance: мonetary policy is the set of measures that allow central banks to ensure the country’s financial system stability. At the same time, the effectiveness of this policy cannot be ensured without a high level of coordination between the Central Bank and government institutes implementing fiscal policy. Purpose: to assess the current state of monetary and fiscal policies in Russia in the current period of time in the context of their interrelation, and to develop the ways to improve the effectiveness of coordination between these two policies. Research design: the article defines the criteria characteristic of various states of monetary and fiscal
policies, and analyzes the current level of the relationship between monetary and fiscal policies based on statistical data from the Bank of Russia and the Ministry of Finance of the Russian Federation. Results: the criteria for classifying monetary and fiscal policies as belonging to a certain state were systematized; the current state of the two types of economic policies is defined as active, which means that all the regulator’s efforts are aimed at decreasing inflation, while the actions of fiscal authorities are focused on
comprehensive support for the economy. The study concludes that these two states are explained, rather, by the external environment in which the Russian economy has been in recent years, than by the uneffective level of organization of the work of monetary and fiscal regulation bodies. The article also developes the ways to improve the effectiveness of coordination between these two types of policies, and identifies the benefits and risks that may arise because of implementing the measures proposed in the article.
