Methodology for managing investment projects in the context of dynamically changing regional development priorities

Abstract

Importance: еxisting methods and approaches for managing investment projects that, in the current context, require critical rethinking, modernization, and adaptation under the influence of turbulence in internal and external economic factors. The emphasis is placed on analyzing the vulnerability of classical paradigms within the context of dynamically changing regional development priorities, which act as a key challenge for long-term, capitalintensive initiatives. Purpose: а comprehensive description and analysis of «classical» and «agile» project management methods, highlighting their strengths and weaknesses. Based on this analysis, the objective is to substantiate the need to bridge the gap between operational discipline and strategic flexibility, as well as to develop the conceptual foundations for a combined management model capable of ensuring project resilience to changes in the external strategic environment of the region. Research Design: the study employs methods of theoretical analysis of academic literature and management standards, systematization of classical approaches and tools, and comparative generalization to identify their limitations under conditions of strategic instability. A classification of factors influencing shifts in regional priorities was conducted, which helped to substantiate the requirements for a new management architecture. Results: it was found that traditional project management methods share both similar features and fundamental differences; however, none of them in their pure form resolves the growing divergence between project objectives and the evolving development goals of a territory. Combining the strengths of these approaches made it possible to conceptually describe a hybrid method for managing investment projects. The proposed approach is oriented towards transforming an investment project from a closed system into an adaptive element of the regional economy, capable of maintaining efficiency and public value amid changing strategic priorities. This meets the contemporary demands of both the market and public administration.
