Methodological paradigms of the consumer basket: empirical origins, index theory and digital innovation

Importance: the study examines the historical, methodological, and institutional aspects of the formation of the consumer basket and its transformation across different countries and eras. The consumer basket is considered as an evolved instrument of economic statistics and social policy, reflecting not only economic but also social, cultural, and political orientations of society. Purpose: to trace the historical evolution of the consumer basket as a socio-economic instrument–from the first empirical attempts to measure the “cost of living” during the Enlightenment to its institutionalization and mathematical formalization in modern methodologies. Research design: A historical-comparative analysis of the genesis of the consumer basket in Europe, the United States, and Russia (including Soviet and post-Soviet periods); reconstruction of methodological principles underlying basket formation (from Dupin’s biological norms to 21st-century digital indices); identification of interrelations between the development of index theory (Laspeyres, Paasche, Fisher) and practical tasks of social policy. Results: it is demonstrated that the consumer basket has evolved from an administrative-logistical standard into a multifunctional indicator of living standards, poverty, and social justice. National specificities of approaches are identified: in France – emphasis on scientific objectivity and biological norms; in the UK – on sanitary conditions; in Germany – on state planning; in the USA – on protection of workers’ interests. It is shown that the mathematical apparatus (price indices) and the basket concept developed complementarily. Using modern Russian data, the empirical validity of Engel’s law is confirmed. The necessity of integrating digital methods and big data into the methodology of basket formation is substantiated.
