On the classification of public goods in modern conditions

Importance: classification of public goods according to various criteria. The relevance of the research subject is explained by the variety of goods classified as public and the objective tendency to expand (qualitatively and quantitatively) the list of goods considered as socially necessary. Purpose: to systematize the existing classifications of public goods in order to create their unified structure. The choice of a goal is related to the fact that the existing classification criteria often overlap, complement and duplicate each other. Research design: classification features of public goods are grouped into three groups: 1) signs related to the internal properties of public goods, which have an equal impact on the processes of creation (distribution) and consumption of public goods; 2) signs related to external, institutional aspects and manifest themselves at the stage of creation (distribution); 3) signs related to external, institutional aspects and manifest themselves at the stage of consumption. Results: classification features are identified: group 1: 1.1 according to the degree of severity of the basic properties; 1.2 territorial feature; 1.3 the nature of mutual dependence of the public good and other goods; 1.4 the presence and orientation of the external effect created by the public good; group 2: 2.1 features of the mechanism of creation of benefits; 2.2 characteristics of resources for the creation of benefits; group 3: 3.1 the “level” of influence of the benefit on the development of the socio-economic system; 3.2 the sphere of public a life in which needs are formed that are satisfied by public goods: 3.3 the divisibility of the public good. The systematic classification of public goods makes it possible to establish the “boundaries” of the applicability of concepts, mechanisms and regulatory tools.
