Abstract

Importance: industry challenges have been identified, including a shortage of urban areas, low public interest, and subordination to foreign components. Regulatory mechanisms and prospects for the development of a separate waste collection system are analyzed. Purpose: to identify the main directions for improving the quality of public utilities provided to the public for waste management and to develop practical recommendations that stimulate efficiency and transparency. Research design: methods of regulatory analysis, generalization of pilot environmental initiatives, and prediction of effects resulting from the introduction of digital and infrastructural technologies are used. The results of the study are characterized by the fact that digitalization and modernization of the waste management system provides opportunities to reduce the burden on infrastructure and improve the ecological culture of the population. Results: a number of recommendations have been developed for the modernization of waste recycling infrastructure, which can be applied within the framework of the work of government authorities, management companies and housing and communal services specialists. It is recommended to develop a digital “Waste Profile” for apartment buildings, integrated into the My Moscow mobile application, so that residents of the houses remain interested in the environmental agenda and can find out the percentage of waste sent from their site for recycling and how many resources were saved per month. In the future, the “Waste Profile” can serve as the basis for the subsequent operation of a differentiated tariff for the export of MSW, which will depend on the volume of separately collected and recycled waste.
