Abstract

Importance: this study addresses the economic consequences of Russia’s 2024–2025 reform, which tightened liability for personal-data breaches, introduced a duty to transfer anonymized data to a state registry, and reinforced data-localization requirements. Purpose: it reframes these consequences at the level of an individual operator, applying the economicsecurity apparatus rather than the industrial-organization lens that dominates existing studies. Research design: the reform is decomposed into four threats – direct financial seizure, loss of an information asset, rising costs and infrastructural dependence, and an operational-compliance burden – each paired with a calculable indicator and threshold values. The framework is applied to the consolidated statements of PJSC Rostelecom and to a small-scale operator, Ukids LLC, comparing how the sanction affects firms of different size. Results: the turnover-based fine proves regressive: its statutory ceiling keeps the seizure threat for the largest operator within three percent of annual profit, while the statutory floor turns the same threat critical for the small operator, whose comparable penalty reaches a third of equity. For the large operator, the sharper threat proves to be loss of an information asset, not the fine itself. The resulting vulnerability profile ranks threats by severity, showing that the reform’s impact differs systematically with operator scale.
