In article the question of economic availability of utilities of water supply and water removal for consumers is considered. Authors analyses criteria of economic availability of goods (services) and the optimum criterion is chosen, and also calculation of this criterion for definition of availability of fee of cold water supply for the population is resulted at an establishment of tariffs for the goods and services of the organizations of a municipal complex
