GENESIS OF THE PROCUREMENT OF GOODS, WORKS AND SERVICES FROM THE MERCHANT TO THE CONTRACT SYSTEM

Abstract

Purpose: generalization of the historical experience of formation and development of the contract system of Russia, periodization of the historical stages of the development process of procurement of goods, works and services from merchants in Russia to form unified information procurement system. Discussion: we systematized of points of view on the formation and development of the contract system of Russia. We select and disclosure the features of formation of historical stages of development of the contract system, contributed to the procurement institute and had similarities with the norms of modern procurement legislation. Results: we conducted a comprehensive analysis of the development of normative and legal regulation of contract system from the period of antiquity to the present day, as well as identified the factors of positive and negative impact of the current regulatory framework to the possibility of further development of the contract system.
