FORMATION AND DEVELOPMENT OF THE ORGANIZED BIDDINGS OF NATURAL GAS SUPPLIES IN RUSSIA

Abstract

Purpose: an assessment of process of formation of stock exchange trading in natural gas in the domestic market of Russia. Discussion: authors pay attention to the description of development of process of liberalization of the domestic market of gas. The phased transition to gas sale at the prices which are not regulated by the state with use of exchange technologies from a line item of legal regulation is stated. In particular, authors describe some aspects of imperfection of legal regulation which interfering transition to the organized biddings during 2006-2014. The main differences of legal regulation and pricing concerning the natural gas purchased at the organized biddings in comparison with the relations on supply of gas on the regulated state to the prices are disaggregated. Results: the first results of work are presented at the Section «Gas Natural» on the platform of CJSC St. Petersburg International Commodity Exchange; particular features of supply of the natural gas purchased at the organized biddings. As a result, there are drawn conclusions about positive prospects of creation of the organized goods market and the transparent mechanism of pricing to natural gas.
