Abstract

Purpose: Development of feed-back indicative parameters for health care system multi-parameter models steady against input data lacunas and distortions allow estimation of systemic regulation quality and tendencies in health care. Discussion: Scientific principles applying for complex systems management demands the regulator to be careful with feed-backs parameters choice. Nowadays the majority of the indexes being implemented for this purpose by the regulating and supervisory authorities in health care are analytical, that is reflecting only the partial aspects of health care branch. In some cases it is not enough for evaluation of health care system as a whole entity. Results: The present material is the second in articles series devoted to the class of health care models as an open evolving system with multi-parameter feed-backs. The synthetic indicative parameters combining complementary features of a health care system are offered. Their advantages are shown on examples with official statistics.
