Assessment of the quality of regional human capital of the Smolensk region on the basis of the concept of the knowledge economy

Abstract

Purpose: the article is devoted to the study of the human capital of the Smolensk region and the factors that determine its development. Discussion: the assumption is that the assessment of the quality of regional human capital should be based on the theory of the information society and the concept of the knowledge economy. Results: on the basis of application of a method of expert estimates the estimation of quality of the regional human capital of Smolensk region and factors influencing it is carried out.
