Directions of development of municipal education as a socio-economic system

Abstract

Purpose: the authors study the municipal formation as a complex socio-economic system. This system includes various components. Discussion: the authors consider at definition of the «municipal formation» category specific circumstance. This specific circumstance is that the territory has not the actual right to self-government. The local community has the actual right. This local community lives on the legislatively local territory of the municipal formation. Herewith, the municipal formation acts as: 1) a social organization; 2) a functional business organization; 3) the integration organization; 4) the economic system. Results: the authors proposed a scheme for the social and economic system of the municipal formation. In addition the authors specified the internal environment of the municipal formation as a set of economic resources, the emphasis is on the role of informatization in the development processes of municipal formation. Also the authors highlight the key features of the municipal formation, and one of the most important municipal formation components are rural areas.
