Sustainability factors of budget medical institutions

Abstract

Purpose: the article deals with the sustainability factors of budget medical institutions, their special aspects and main elements. Discussion: the authors view the types of sustainability factors, their composition and interrelation, free medical aid governmental control, influence of legal organizational form on the sustainability and its definition, payment for medical service, methods of formation and foundation of state-guaranteed program for free medical aid. Results: the authors educed main sustainability factors, formed the first paradigm of an on-budget healthcare institution for further sustainability analysis, defined main systematic problems which should be solved by the public health service.
