Comprehensive analysis and assessment of the innovative development level for regions

Abstract

Purpose: the authors conduct the systematic research of the innovative development management for the region based on the use of cluster analysis methods, substantiating the methodology for assessing the development level of the innovation environment for the regions in the Russian Federation. The authors propose a modified cluster method, which is used to assess the level of innovative development for the region for any period of time. This method is verified over a time interval of 25 years for all regions of the Russian Federation. Discussion: the authors analyze approaches to assessing the region's innovation environment, make systematization of indicators that affect the regional innovation environment and offer methodology for assessing the development level of the innovation environment in regions. Results: the authors substantiate their point of view on the system for assessing the level of innovative development for the regional economy and indicators that affect the innovative potential in the region. Also the authors carried out the analysis of basic approaches to assessing the innovation environment of the region. In addiction the authors proposed the method of assessing the development level of the innovation environment in the Russian regions.
