IMPROVEMENT OF REGIONAL POLICY IN THE CONDITIONS OF INCREASE OF DIFFERENTIATION OF SOCIAL AND ECONOMIC DEVELOPMENT

Abstract

Purpose: justification ways to improve regional policy smoothing differentiation of socio-economic development of the Russian Federation subjects. Discussion: the existing mechanisms of the state support, the applied financial instruments of regional policy do not create incentives for acceleration of economic development of regions. In this regard in article shortcomings of modern state system of granting subsidies and other interbudgetary transfers to regions are proved The necessity of the system approach in policy-smoothing financial and economic differentiation of the Russian Federation subjects. Results: the authors proposed a method of complex evaluation of regions based on the design and analysis of items in the consolidated financial balance. This method are included unformation about reserves and potential of the territory The offered approach can be applied at assessment of efficiency of the decisions made at the federal level in the field of improvement of regional social and economic policy, in particular – systems of granting the interbudgetary transfers, and their realization on places.
