Modeling of multirate of electric power from social norm of consumption for population of Volgograd

Abstract

The optimization model of socially-focused multirate of electric power is developed. The first rate is for the volume of consumption equals to social norm, in such rate it is low. And the subsequent rates are from a maximization condition function of public welfare under condition of break-even of the power company. The model allows providing the protection of lower-income strata against increase of the price for the electric power in the course of liquidation of cross subsidizing. At the same time the given model allows the power company to work on the terms of self-support.
