Субъекты публичного управления в области обеспечения авиационной безопасности

Аннотация
Представлены результаты анализа научных взглядов относительно дефиниции понятия «публичное управление». Предложено к субъектам публичного управления, наряду с органами публичной власти, относить публичные организации, выполняющие публичные функции. Особое внимание уделено субъектам публичного управления в области обеспечения авиационной безопасности. Представлена авторская позиция по системе указанных субъектов, выделено три уровня публичного управления.
