Public service law in Russia: significant novellas in public service legislation 2020–2022

The article considers the main novellas of the legislation of public service in the Russian Federation in the period 2020–2022. The main institutions of service law, which have been modernized by federal laws that have made changes and additions to the system of regulatory legal regulation of relations in the public service, are shown. It is concluded that the expansion of the concept of public service under the influence of the latest concept of public authority and its constitutional and legal implementation in the system of Russian service law causes contradictory approaches to understanding public service and increases legal uncertainty in the characteristics of its essence and purpose. It also deals with the issues of : establishing a new basic principle of the organization and functioning of the civil service system (protection of the civil service system and professional official activity of civil servants from foreign influence); clarifying the correlation of public and labor legal principles in the regulation of public-service relations; introducing experiments in the civil service system; concluding a contract with military personnel who have achieved the age limit for military service; introduction of additional guarantees for civil servants in connection with the conscription of civil servants for military service on mobilization or the conclusion of a contract on military service; consolidation of the institutions of suspension and resumption of public service, as well as additional grounds for dismissal of a civil servant.
