Public power and the financial system of the Russian Federation: the concept, legal nature and specifics of the conflict

Abstract

A comparative legal analysis of public authorities and the financial system, as well as state bodies included in their structures, is carried out. The legal nature of their conflicts is considered, their specificity is revealed. It is determined that all bodies of the unified system of public authority participate in the implementation of the financial activities of the state, but the degree of their participation varies. They carry out their activities at the expense of the relevant budgets, but not all of them are financial bodies. The proposals for improving Russian legislation aimed at eliminating conflicts are substantiated.
