Публичная власть и финансовая система Российской Федерации: понятие, правовая природа и специфика конфликта
Аннотация
Проводится сравнительно-правовой анализ публичной власти и финансовой системы, а также государственных органов, входящих в их структуры. Рассматривается правовая природа их конфликтов, выявляется их специфика. Определяется, что в осуществлении финансовой деятельности государства принимают участие все органы единой системы публичной власти, но степень их участия различна. Они осуществляют свою деятельность за счет средств соответствующих бюджетов, однако не все они являются финансовыми органами. Обосновываются предложения по совершенствованию российского законодательства, направленные на устранение конфликтов.
