Киберократия как вектор развития современного государственного управления и предмет осмысления

Аннотация

Рассматривается такое реально сложившееся, но недостаточно исследованное явление, как киберократия. Развитие информационных технологий оказывает существенное влияние на государственное управление, однако происходящая трансформация носит не только позитивный, но и негативный характер. Традиционно в исследованиях акцент делается на использовании информационных технологий, которые повышают эффективность государственного управления. Наряду с этим, цифровые технологии заключают в себе существенные риски, которые должны быть учтены в ходе реформирования государственного управления. Киберократия является реальным, а не мнимым явлением и в связи с этим требует учета в ходе каждодневной управленческой деятельности. Ряд вопросов в статье изложены в постановочном ключе и в дальнейшем выступят в качестве предмета самостоятельного осмысления.
