Субъекты публичного управления в области обеспечения транспортной безопасности на железнодорожном транспорте

Аннотация

Представлены результаты анализа полномочий субъектов публичного управления в области обеспечения транспортной безопасности на железнодорожном транспорте. Установлено их системное единство на основе общего публичного интереса, имеющихся информационных связей, последовательной реализации управленческих функций, взаимодействия на всех этапах обеспечения транспортной безопасности. Проведена авторская классификация субъектов публичного управления по различным критериям, предложены изменения в Федеральный закон «О железнодорожном транспорте в Российской Федерации».
