Международные стандарты в области развития городов и обеспечения прав их населения как ориентиры для органов публичной власти Российской Федерации
Аннотация
анализируются международные акты универсального (ООН) и регионального (Совет Европы, ЕС, СНГ) уровней в области развития городов и обеспечения прав их населения, а также определяется возможность восприятия заключенных в них стандартов органами публичной власти Российской Федерации. Констатируется, что рассмотренные акты преимущественно носят для России рекомендательный характер. Вместе с тем обосновывается, что они могут учитываться органами публичной власти при совершенствовании правового регулирования и правоприменении.
