Федеративный аспект регулирующего воздействия на местные бюджеты

Аннотация
Финансовая деятельность местного самоуправления подчинена финансово-правовой политике российского государства, которая основывается на федеративной форме государственного устройства. Анализируется, как понимание принципа финансового федерализма и порядок бюджетно-налогового взаимодействия Федерации и субъектов РФ влияет на гарантирование финансовой самостоятельности местного самоуправления. Делается вывод, что централизованный порядок федеративных отношений транслируется на уровень регионально-муниципального взаимодействия в виде чрезмерного регулирующего воздействия субъектов РФ на местные бюджеты.
