Discursive conceptualization as a mechanism of parliamentary deliberation

Parliamentary communication as an institutional political discourse and as a law-making process is the comprehension of the main politically relevant concepts and categories reflecting the event reality of the sociopolitical picture of the world. The article examines the structure and process of conceptualization of Russia in the parliamentary discourse of modern France. The interaction of conceptual and pragmatic-semantic levels of parliamentary discursive practice is carried out through cognitive-discursive mechanisms of conceptualization, presented by the author as a functional structure of units of conceptual-semantic and interactive-pragmatic nature. In the study, a political concept characterized by conceptual-conceptual volatility, emotional-evaluative ambivalence and cognitive-discursive polemic is a conceptual structure (A-concept) aggregated as a result of a deliberative discussion, formed by a network of dispersed fragments of conceptual content (D-concepts) reflected in the statements of participants in the parliamentary deliberation. In the discursive expression, the units of conceptual content are realized through an aggregate predicative structure consisting of multi-level predicate units (predicatems) – sentential, colloquial and nominative, which form the parliamentary A-concept as a result of dynamic pluralistic conceptual quasi-consensus within the framework of the deliberation of parliamentarians as carriers of certain segments of the worldview, embodied in the conceptual and axiological core of the aggregate A-concept. At the same time, the peripheral zones of the A-concept formed differ in complexity and inconsistency (ambivalence) of their conceptual content, as well as the stability or dynamism of their perceptual-figurative and emotive-evaluative structure. The main operational discursive-semantic level of conceptual aggregation is determined by the event and discursive-pragmatic context, in particular, the features of the parliamentary institutional-discursive formation (the process of discussion, collective reflection, political engagement of the subjects of parliamentary deliberative conceptualization). The theoretical positions are illustrated by fragments of the French parliamentary discourse on Russia.
