Automated decision-making support in determining a rural area with unfavorable conditions of school education

The national project «Education» provides for the reorganization of the network of schools in the regions and districts of the Russian Federation. For this purpose, significant funds are provided, which must be spent with maximum efficiency. In order to receive funds to create comfortable conditions for receiving school education, the regions make a reasonable application. The system of rural school education is such that settlements in the district are assigned to schools that are also located in this area. The paper provides a systematic analysis of the process of modernization of the network of schools in a rural area, one of the stages of which is to identify the area with the most unfavorable conditions of school education. Since funding is always limited, it is in this area that funding should be directed first. The task of determining the rural area with the most unfavorable conditions of school education is relevant. To compare the availability of schools in rural areas, it is proposed to use two criteria — the modified Gini coefficient and the normalized average accessibility of schools. The Gini coefficient shows the uniformity of the distribution of school accessibility in the district, but does not determine the amount of accessibility itself. To eliminate this disadvantage, the standardized average accessibility of the district’s schools is used as the second criterion. To calculate the proposed criteria, an information model has been developed, which is implemented in the Mathcad system. Verification of the proposed approach was carried out on the example of four districts of the Tambov region. The results of calculations are presented and their analysis is carried out. The rationale for determining the area with the best and the area with the worst school conditions is given.
