Abstract

The problem of low profitability of intra-city passenger transport for most State (municipal) passenger road enterprises (GPATP) is related to imperfect competition in this market. On the one hand, public enterprises should provide a social order from the municipality, serving loss-making routes, providing various travel benefits, etc., on the other – compete with private enterprises focused only on obtaining profit from their business in the short term. In this regard, the heads of the GPATP should develop and implement projects for the strategic development of the enterprise, which increase its profitability and, at the same time, meet the needs of the population and municipalities for quality services and social problems. The choice of strategic development projects should be fully justified, the implementation of the project should contribute to the achievement of the objectives of the enterprise, take into account the interests of the main stakeholders. The decision-making process in the selection of a strategic project is related to the solution of poorly formalized and multi-critical tasks. At the same time, uncertainty of environment, incomplete information and complexity of forecasting in the long term make it necessary to involve experts. In the article the authors propose a model of evaluation and selection of projects of strategic development of passenger road transport enterprise, the feature of which is the combination of the methodology of Balanced Scoreboard (classic tool of strategic management) and the method of analytical networks – one of the methods of decision-making in conditions of uncertainty. The model provides expert advice on the selection of strategic projects for the road transport enterprise based on an analysis of all areas of its activity. An example of the practical use of this model is given on the example of one of the passenger road transport enterprises.
