«Vestnik Voronezhskogo gosudarstvennogo universiteta. Serija: Sistemnyj analiz i informacionnye tehnologii» (Proceedings of Voronezh State University. Series: Systems Analysis and Information Technologies) is a quarterly journal founded in 2006.

The journal is registered by the Russian Federal Supervision Service for Compliance with the Law in the Field of Mass Media and Cultural Heritage Protection. Registration certificate number PI No. FS77-28320 of 15.06.2007.

The International Standard Serial Number (ISSN) ISSN 1995-5499.

The journal publishes the results of original research in the field of system analysis and information technologies. The editorial board considers only original (not previously published elsewhere) manuscripts in Russian or in English describing the results of research in informatics, computer facilities, and system management.

The journal includes the following sections:

Editorial policy

The journal «Proceedings of Voronezh State University. Series: Systems Analysis and Information Technologies» is a leading scientific publication in Russia dedicated to key issues of system analysis and information technologies.

It publishes primarily original manuscripts presenting the results of large research projects, either complete or in progress. In addition to original papers, the journal also publishes reviews written on commission from the editorial board.

The journal is international and welcomes manuscripts in English submitted by specialists in system analysis and information technologies from all over the world.

The editorial board abides by generally accepted publication ethics. It guarantees confidentiality of non-public information received from the authors, as well as the confidentiality of any other information up to the moment of publication. The editorial board informs authors as to the stages of the manuscripts’ review and publication.

There is no publication fee. The publisher does not charge authors for editing and publishing their manuscripts.

Aim of the journal

The aim of the journal is to create a platform enabling leading specialists, young scientists, and postgraduate students to publish the results of their research projects and achievements in system analysis and information technologies and exchange the most recent scientific discoveries. The journal also aims to provide for the high quality of the published material and its wider discussion.

The journal’s objectives

  • to develop new approaches based on current scientific views and academic debate
  • to publish and promote papers by Russian and international authors presenting the most recent discoveries and the best practices in studying system analysis and information technologies
  • to facilitate communication between the members of the scientific community specialising in Computer Science and related fields
  • to promote theoretical and applied studies in various fields
  • to provide international readers with an opportunity to learn about the latest research
  • to inform the professional community about the latest important publications and research projects
  • to establish and develop scientific communication between Russian and international researchers
  • to engage young scientists and make them members of the professional community

The main criteria for the manuscripts are the importance of the investigated problems, the originality and novelty of the study, and the scientific validity of the results. The editorial board sees the journal as a platform for consistent and reasoned discussion of the most important scientific issues, presenting various opinions and approaches. The decision on the publication of the manuscript is based on the conclusions of the leading researchers (peer reviewers and experts) as to its importance, novelty, originality, and relevance.

Our authors

The authors contributing to the journal are leading specialists, experts, developers, engineers, and programmers. The journal also publishes manuscripts submitted by postgraduate students and young scientists. All the papers are published in accordance with the editorial policy of the journal. The journal gives authors an opportunity to publish the results of their studies and assists in formation of scientific communities focusing on specific problems.

Further development of the journal. The editorial board sets the following objectives

  1. To enhance the quality of the published material by adopting stricter review criteria and manuscript requirements. To engage external peer reviewers (including globally recognised experts in Computer Science) and to introduce a double peer review system.
  2. To get the journal included in the Directory of Open Access Journals (DOAJ), and catalogues of open access journals of Russian and international libraries. To get the journal indexed in a larger number of international databases and aggregators of electronic materials.
  3. To publish manuscripts in accordance with the requirements of international databases (Scopus), to engage editors with who speak English at a proficient level, and to adopt a translation workflow for the manuscripts which are of the greatest relevance, as determined by the editorial board.
  4. To promote the journal among authors and readers, and to extend the number of VSU partner universities (in Russia and abroad) subscribed to the journal.
  5. To introduce an electronic editing system which will help to automate the business processes associated with the publication of the journal, enhance the transparency, ensure effective communication with the authors, and increase author satisfaction.

Borrowings and plagiarism

The editorial board performs a check of submitted manuscripts using the Antiplagiat system and other software. If the system reveals an excessive number of borrowings, the editorial board follows the protocol recommended by COPE.

The author warrants that the results presented in the manuscript are original. The borrowed parts of the manuscript must have references to the original source and indicate the name of the author. An excessive number of borrowings and plagiarism are unethical and unacceptable.

The author should always give credit to the contribution of all the people who influenced the author’s work by providing reference to the papers used in the research.

The author cannot publish the same material more than once. If some elements of the manuscript were previously published, the author must provide a reference to the earlier work and indicate the difference between the new paper and the published one.

Open access policy. Licensing

In order to engage with a wider readership and invite a larger number of specialists to the discussion of the published papers, as well as to facilitate practical application of research results, the journal follows the Platinum open access model – Open Access.

All materials published on the website are distributed under the terms and conditions of the Creative Commons Attribution License: Creative Commons Attribution 4.0 International License (CC BY 4.0). Authors retain their copyright and grant the journal the right of first publishing the article. Terms of the Creative Commons "Attribution" 4.0 licence grants the right of dissemination to third parties on the condition that they provide a reference to the author of the original paper and the journal it was first published in.
