Abstract

In the article State is considered from three standpoints: as a certain «national idea», as an organizational structure and appropriate mechanism and as a bureau, that is activity of people whom given power. State constitutes an integrated, coordinated, and surely functioning mechanism for society service when it is formed on principals of three levels adjustment. Their inadequacy each other and discord in development explains sui generic «double-natured» Russian mentality, in which combined the recognition of necessarily increase in the state's leading role and negative attitude to arbitrariness of executive offices. Our research of modern Russian state nature demonstrates that now it take place asymmetric, implicit, selective, and personified contract of state and business. In such conditions informal interaction of state's and business's representatives is frequently more effective for both parties, although causes real harm to society. Besides Russian State is in much more degree distributive, than productive, and that gives to its representatives the great authority over society.
