The improvement of the system of the indices of the sicio-economic development of the region in the context of the program-purpose management (as the example the SFR)

Abstract

Purpose programming as a form of the strategic management of the territory presupposes a combination of the novations and traditions. The logic of scientific prevision in the system of regional management including such stages as the theory, the hypothesis, the forecast, scenarios, target programs and plans. For the elaboration of the complex program of the development of the region or macroregion it is necessary to describe it fully, qualitative and quantitative. The authors propose to enlarge the traditional system of 12 indices provided in "The Methodic of Complex Estimation of the Level of Socio-Economic Development of the RF Subjects" with 8 new indices which analysis characterizes the results of the economic activity of the subjects or the macroregions and the sizes of the disproportion's among them fuller. The authors of the article, using an interesting statistic material, consider the dynamic of the changes of such indices of the subject the SFR as macro productivity of the labor, the dynamic and the intesiveness of the renovation of the basic production funds and so on.
