Abstract

The author illuminates the targeted program approach as an instrument for state regulating the regional development. He analyses the characteristics of the typical framework model of the Program of Economic and Social Development of Municipal Units of Voronezh Region, namely the goals, structure, principles of development, methods of strategic analysis, means of implementation.
