The architecture of regional industrial policy and forecasting enterprise development

Subject. The content of industrial policy can be explained evolves under the impact of changes in economics and society. Among the most significant are the accelerated technological progress and the digital transformation of industry.
Purpose. Studying new challenges of the development of industrial enterprises, analysing approaches to revealing the content and architecture of modern industrial policy.
Methodology and data: to study the architecture of modern industrial policy, we used methods of systematic, structural, and content analysis. We built a multi-factor regression model for industrial enterprise development forecasting. The number of manufacturing enterprises in Moscow is used as an explanatory variable, and the coefficients of “birth rate” and “growth” per 1,000 organisations are used as parts of the explanatory variables. The sample was accumulated between 2012 and 2023.
Results: The analysis of the architecture of regional industrial policy conducted in various projections revealed its modern strategic priorities. We presented the detailed components of crisis management of support measures for enterprises to ensure the achievement of industrial policy goals. We identified the elements of industrial policy that corresponded to the state crisis management: forecasting crises, developing measures to minimise their consequences, developing a comprehensive programme to overcome crisis situations and restore sustainable economic growth. Based on the forecast of the development of processing industry in Moscow, it was explained that without improving the management system of state support measures, it is impossible to achieve the effective implementation of industrial policy and significant growth of the industrial sector.
