Abstract

The article examines the problems of analyzing and evaluating the performance of organizations and institutions whose performance cannot be measured by financial indicators. The specifics of the functioning of the Civil Aviation Civil Aviation Service and military aviation as institutions of the public sector of the economy are described. The technique of an estimation of efficiency of activity of an engineering and aviation service on hierarchical system of criteria consisting of complex, generalizing and private indicators is offered. The practical value of the presented methodology is that it excludes the factor of subjectivity in the assessment of the efficiency of the engineering and aviation service and allows for a comparative analysis of the activities of various aviation units.
