СТРАТЕГИЧЕСКИЕ НАПРАВЛЕНИЯ ГОСУДАРСТВЕННОГО УПРАВЛЕНИЯ РАЗВИТИЕМ ТОРГОВЛИ В РЕГИОНАХ РОССИИ

Abstract

The article analyzes the actually used and perspective directions of state regulation of trade development in the regions of Russia. It is established that the range of common for a significant number of economically developed subjects of the Russian Federation areas that should be in the focus of public administration of trade development is quite narrow. Among them – the development of: trade networks, traditional (fairs, etc.) and new forms of trade (remote, e-Commerce), infrastructure (road network, transport corridors), foreign trade. As part of the areas that are selective, distinguishing individual practices, special attention should be paid to the following: creation on the basis of regional distribution and wholesale companies of macro-regional and national operators; implementation of joint projects with other regions for the development of port infrastructure, the creation of multi-modal terminals and logistics centers, the joint use of international transport corridors; the formation of interregional trade and economic centers that perform the functions of trade services of a number of regions that are part of the macroregion; protection of interests of local producers from manipulative competition from large national operators; formation of new generating centers of foreign trade with the development of industrial clusters; development of clusters with the participation of trade organizations; combating the shadow economy, tax evasion.
