Abstract

Indicative management as a concept of making management decisions on the basis of indicators in the modern economic literature is not common. The same rare recent publications are devoted to indicative planning, while the negotiation format of interaction of the basic groups of regional (national) economy is in full compliance with the principles of indicative planning. In this regard, I regret to have to state that effective theoretical and methodological approaches that reveal the prospects for effective managerial interaction, are, on the one hand, the «overboard» discussions, on the other, is still poorly understood. Thus, all prior domestic and foreign experience shows considerable benefits in the management practice indicators signaling dynamics of occurring changes and to eliminate the factors causing the dissonance in the relations between the elements of socio-economic systems. Among the States, grateful for his successes to the achievements of indicative planning should include France, China, Japan, the newly industrialized countries. In the history of our country, it is also possible to select periods and areas where the application of the methods and tools characteristic indicative management has yielded positive results. Experiencing many years of interest in indicative planning and, in General, indicative management, the author of this article tried to explain their comparative advantages and to reveal the prospects for the implementation of the best research and technological methods, involving the use of various indicators. In the process of the study we used the index method of calculation of indicators; expert assessment, benchmarking, and other varieties of the evaluation method; the method of benchmarking. The results of the study include determining the substantial characteristics of the indicator, indicative management, and technical analysis and determine prospects of their application in research and in managerial practice. Based on the analysis of available domestic and foreign experience in identified areas of effective implementation of the system of indicators of management that combines the elements, which is necessary and sufficient to make an informed decision. The study was updated concept of indicative management representing the author's vision of making management decisions based on the analysis of system of indicators of management in the context of priority for the development of modern socio-economic systems directions.
