Public-private partnership with participation of small and medium-sized enterprises in Russia

Abstract

Interaction of public authorities and business organizations in joint projects is widespread in world practice. In Russia the development of public-private partnerships faced with such problems as: the incompetence of public servants, conducting the monitoring of projects, the lack of preferences for small and medium-sized enterprises, which are unable to compete for the right to participate in such projects with large enterprises due to insufficient capitalization, and others. The urgency of the problem increases due to the negative trends in the development of small and medium enterprises in the regions of the Russian Federation in recent years such as: the reduction in the number of enterprises and workers, the reduction in speed. The development of public-private partnership of the stakeholders of the region ’s economy will help to give impetus to their development, and also will allow to solve social problems in the regions and create new jobs.
