Abstract

Аs a result of sweeping budget reforms carried out in 2010-2013 by federal government, the 2014 federal budget of the Russian Federation consists of 41 state programs. The emerging program budgeting system gives rise to new challenges for public administrators. The paper deals with some common problems which arise during working out and performing state programs. The main object for research is a program for federal property management.
