To the problem of political big citi's mission definition

Abstract

This article examines the problems of substantiation and realization of the big city's mission; puts forward hypotheses about mission's essence as a main function of the socioeconomic system; about the difference in mission nature of artificial, adjustable and self-organizing systems; about external and internal directivity of missions of different systems. These hypotheses are analyzed by example of Voronezh city mission forming and realization
