Health care model as open evolutionary fuzzy system

Abstract

Purpose: Development of a health care model, taking into account the principles of similarity of Bertalanffy, the evolution of Schmalhausen, Zade's complementarity, Williamson's economic behaviorism.
Discussion: Russian health care statistics and advisor reports lead to different assessments of the latest reform issue. Authors suppose Regulator retreating from hard line of scientific principles of complex systems regulation, modeling the decision results before its implementation as well as control algorithm and feedback function incompleteness to be one of the mainly reason. Results: The article contains a theoretical approach to constructing a health care model as an open system with fuzzy states and probabilistic transitions evolving on the principle of driving selection. Authors gave a mathematical description of the model. Also the article includes examples of the use of the developed theoretical provisions in the current organizational and legal framework for regulating the health of the Russian Federation, demonstrating the potential of the developed model.
