The review is given upon the according request of expert council of Russian Federation High Attestation Commission. The article changed by the authors should be reviewed again with its initial version in a very short period. The article with one requiring some updating is considered to be a new one. The decision of the relevance of the publication after the reviewing is made by the chief editor and if necessary by the editorial board, responsible for the new issue of the journal.
