Under the present economic conditions sustainable development of Russian regions becomes significantly relevant. To complete the task of institutional transformation facilitation, as well as facilitation of regions positioning transformation, there is a crucial role of an indicative planning as a method to coordinate interests of state, region, and economic entity.
