Abstract

In article theoretical bases of innovative investment civil engineering projects of accessible habitation organizational and economic formation of mechanism are considered, its features of functioning are revealed. The offered innovative organizational and economic mechanism with the use of new schemes of mortgage lending and new technologies of construction will raise security of the population by habitation.
