Resource opportunities as a condition for the creation of cluster formation

Abstract

Purpose : the paper investigates the possibility and necessity of building the cluster, based on the use of existing resources in the region. Discussion : there are analyzed the main economic components of the area in which it is planned to create this education, namely: natural resource and pro- duction potential, population and labour resources. The possibility of the creation of industrial and construction groups of two directions, using in their production activities, mineral resources and environment renewable and implemented legal and regulatory framework conducive for innovation activity of small and medium enterprises, is considered. Methodological basis of research was based on collection of data provided by the Territorial body of Federal state statistics service of the Penza region, enterprises and hosted information in the press. Results : on the basis of the obtained data the authors have made conclusions about the feasibility of building cluster for innovative attractiveness of the region. The most effective and popular way is the use of nature renewable raw material – wood. education is suit- able for all regions with the availability of these same resources.
