Analysis of approaches to assessing the implementation of cluster policy

Abstract

Purpose: analysis of the system of indicators to measure the effectiveness of cluster policy. Discussion: the process of evaluating the effectiveness of the chosen instrument of the governmental support in the sphere of cluster policy becomes relevant. Tasks of comprehensive assessment of the effectiveness of implementation of cluster policy cannot be solved if only the dynamics of region economic indicators is assessed. To develop a comprehensive system to assess progress in the implementation of cluster policy, it is necessary to consider the processes described by a group of indicators, for example, identifying relevant clusters and cluster groups; the goal of cluster policy; solving problems of cluster policy; development factors clustering. The problem consist in determination the system of indicators which evaluate the effectiveness of the implementation of processing given, cluster policy in general, and their transformation for identify the factors of cluster development. Results: this article includes the system of indicators to measure the effectiveness of cluster policy, cluster mapping determining clusters and a set of mechanisms for further development of the clustering factors.
