FEATURES OF ECONOMIC POLICY OF COORDINATION OF INTERESTS OF REGIONAL ACTORS

Abstract

Purpose: identification the main causes and areas of diverging interests between the existing actors and the establishment of the consistency criteria. Discussion: the unresolved conflicts of interest within the region slow down its development and pose a threat to economic security. Results: within the institutional theory and the theory of regional development the category of public interest was specified and the main features of interests of the local actors were highlighted. The criteria for determining the level of harmonization of interests was suggested. The need to ensure the institutional impersonality and to achieve a balance between compensatory and stimulating institutions were showed. The criteria for determining residency and the allocation of the regional residents as a special group of actors were proposed. The results will allow formulating the comprehensive economic policy for solving the existing conflicts of interest and, in particular, can be used in the preparation of regional strategies and programs and to adjust the criteria for determining residence on the federal level.
