Abstract

Purpose: to describe the principles of organization, capabilities, algorithmic and software of the information analytical system for assessing the effectiveness of vocational training programs and retraining of the unemployed. Discussion: in the context of crisis phenomena in the economy and accompanying dynamic changes in the labor market, it is especially urgent to solve the problems of providing employment, reducing unemployment, achieving stability and security. Measures of active employment policy, such as vocational training, retraining of staff, public works, assistance to self-employment of the unemployed are transferred to the regional level. The resources of regional labor market institutions are limited, there is a need to take into account the regional aspect in the implementation of active programs, improve the technologies for their analysis and assess effectiveness from the perspective of achieving economic and social goals. An effective tool for increasing efficiency can be the introduction of information analytical systems and decision support technologies that implement mechanisms for detailed analysis, structuring and multi-criteria, multi-expert information processing. Results: the reasons for the ineffectiveness of vocational training programs and the retraining of the unemployed and the tools that would solve the problems of inefficiency are analyzed. An information analytical system for evaluating the efficiency of the programs under consideration and developing a strategy for raising it, which is based on the hierarchical methods of multi-criteria choice and methods of processing linguistic information, is proposed.
